Stage-III GRAP Restrictions Implemented in Delhi-NCR to Combat Severe Air Quality

The Commission for Air Quality Management (CAQM) has enforced Stage-III (Severe Air Quality) actions under the Graded Response Action Plan (GRAP) in Delhi-NCR from 16th December 2024 to 15th January 2025, or until a downward revision is issued.
Restrictions on Vehicles:
1. BS-III Petrol and BS-IV Diesel LMVs (4-wheelers) are prohibited, except for vehicles specifically adapted for persons with disabilities for personal use.
2. Delhi-registered Diesel Medium Goods Vehicles (MGVs) meeting BS-IV standards or below are banned, except for those carrying essential goods/services.
3. Diesel Light Commercial Vehicles (LCVs) registered outside Delhi (BS-IV or below) are not allowed entry into Delhi, except for essential goods/services.
Penalties:
Violations will result in a fine of ₹20,000 under Section 194(1) of the Motor Vehicle Act, 1988.
This action follows an observed deterioration in Delhi’s AQI, which crossed 350 and remains in the “Very Poor” category due to adverse meteorological conditions.
