The Ministry of Environment, Forest, and Climate Change (MoEF&CC) has introduced amendments to the Extended Producer Responsibility (EPR) framework, focusing on key waste categories such as plastic waste, e-waste, battery waste, tyre waste, and used oil. The amendments aim to strengthen recycling efforts and promote responsible waste management by involving various stakeholders, including producers, manufacturers, importers, local bodies, and brand owners.
Provisions:
Electronic Trading Platform (ETP) for EPR Certificates: MoEF&CC mandates the development of an Electronic Trading Platform (ETP) to facilitate the trading of EPR certificates.
Authorization by Central Pollution Control Board (CPCB): The operators of the platform must meet stringent eligibility criteria regarding financial stability, technological capability, and operational expertise.
Transparency in EPR Trading: The platform will ensure transparent trading of certificates, aiding obligated entities in meeting their EPR targets.
Technological Benchmarks: The platform must be capable of handling a minimum of 50 lakh transactions annually or managing over 1 lakh users.
Eligibility and Authorization Process:
Entities interested in operating the ETP must comply with guidelines set by the Central Pollution Control Board (CPCB).
Key eligibility criteria include a minimum annual revenue of ₹50 crore from platform operations for the last three years and proven expertise in managing national-level online trading systems.
The CPCB will oversee the authorization process, ensuring that operators meet established standards and conduct technical reviews and compliance assessments.
