To enhance regulatory compliance, the Directorate General of Foreign Trade (DGFT) issued this public notice under the Foreign Trade Policy, 2023. It introduces a Standard Operating Procedure (SOP) for voluntary disclosure of non-compliance/violations related to the export of SCOMET (Special Chemicals, Organisms, Materials, Equipment, and Technologies) items. This move aligns with the broader regulatory framework under Para 10.19 of the Handbook of Procedures (HBP) where DGFT encourages exporters to voluntarily disclose any failure to comply with export control provisions related to SCOMET items.

The SOP outlines a structured process for exporters to voluntarily disclose instances of non-compliance or violations of SCOMET regulations. The detailed guidelines are enclosed in the annexure to this notice. This policy applies with immediate effect and provides a transparent mechanism for self-reporting and corrective action.

This initiative encourages exporters to adopt proactive compliance measures, mitigates penalties for unintentional violations, and fosters a culture of transparency and accountability in SCOMET exports.
