Act Name/Rule Name: Goods and Services Tax Act, 2017

Type of Document: Notification

State: Kerala

Date: January 20, 2025

Circular No./Notification No.: 2/2025 – State Tax

This notification means that from January 20, 2025, the e-way bill system will be mandatory for the movement of gold and precious gemstones (with a value of ₹10 lakh or more) within Kerala.

  • E-Way Bill Requirement: An e-way bill is a document required for the movement of goods. Starting from January 20, 2025, gold and other precious gemstones worth ₹10 lakh or more will need to be accompanied by an e-way bill within Kerala.
  • Part A of E-Way Bill: The e-way bill Part – A (which includes details of the goods, the sender, and the receiver) must be generated by the registered individual or institution before the goods are moved.
  • Exemptions for Part B: You do not need to provide information from Part B (which relates to the transporter’s details) for transactions conducted by the specified registered entities.
  • Delayed due to Technical Issues: The requirement was earlier postponed due to technical issues with the e-way bill system, but those issues have now been resolved.
  • Applicability to All Transactions: This requirement applies to all types of transactions involving gold and precious gemstones, whether for supply or non-supply purposes (like exhibitions, job work, etc.), as long as the registered individual or institution is involved in moving the goods.

Impact: All registered individuals or institutions must now comply with the e-way bill process for specified goods, simplifying the regulatory framework for the movement of these goods within the state.
