Key Points to Understand:

  1. Responsibility for Safety: Landowners must inform authorities before drilling and take steps to ensure borewells are properly fenced, capped, and restored after use. Abandoned borewells must be filled up to ground level to prevent accidental falls.
  2. Mandatory Registration: Drilling agencies need to register with the authorities, and their activities will be monitored. This ensures that proper practices are followed during borewell construction.
  3. Clear Monitoring System: Local authorities, including District Collectors, village officials, and municipal bodies, are responsible for keeping track of borewells and ensuring that safety measures are implemented. They must maintain records of wells in use and abandoned ones.
  4. Penalties for Violations: If someone fails to follow these safety rules, they may lose their No Objection Certificate (NOC), and legal action may be taken against them. This enforces accountability.
