The Rajasthan government has introduced amendments to the Rajasthan Registration of Births and Deaths Rules, 2000, aimed at digitisation, standardisation, and increased accessibility for registration services. The amendments include:

  • Updated Data Entry Formats: Names must follow a “First Name-Middle Name-Last Name” format without abbreviations. Dates must be in DD-MM-YYYY format, and addresses must contain full details including house number, locality, town/village, district, and PIN code.
  • Digital Certification: Birth and death certificates can now be obtained electronically or otherwise within 30 days of reporting.
  • Fee Revisions:
    • Late registration (30 days to 1 year) requires District Registrar approval and a ₹50 late fee.
    • Delayed registration (beyond 1 year) requires approval from a Magistrate and a ₹100 late fee.
    • Fees for issuing birth and death certificates increased from ₹2 to ₹20, and for additional copies from ₹5 to ₹50.
  • Expanded Authority for Registration: Additional officials like Block Statistical Officers can now approve delayed registrations.
  • Enhanced Penalties: Non-compliance under Section 23 now carries penalties up to ₹1,000 per birth/death.
  • Appeal Mechanism Introduced: A new Form No. 15 has been introduced for appeals under Section 25A.

These changes aim to simplify the registration process, ensure consistency in data records, and promote digital access to birth and death records.
