Amendments to Warehousing Registration Rules Introduce ‘Administrator Warehouse Service Provider’

The Warehousing (Development and Regulation) Registration of Warehouses (Amendment) Rules, 2025 introduce the concept of Administrator Warehouse Service Provider (AWSP)—an entity or person appointed by the Authority under Rule 35 to manage or liquidate goods in specific cases. 

Key Amendments: 

  • Definition Added (Rule 2(1)): 
    • Administrator Warehouse Service Provider (AWSP) is now formally defined. 

  • Exemption (Rule 16(2)): 
    • AWSPs appointed under Rule 35 are exempted from certain registration requirements. 

  • Terminology Change (Rule 35(3)(b)): 
    • The term “external person” is replaced with “Administrator Warehouse Service Provider” in reference to those managing or liquidating goods.
