Chhattisgarh RERA Enhances Automation with Online A-19 Generation

The Chhattisgarh Real Estate Regulatory Authority (CG RERA) has introduced a new online system for generating Annexure-19 (A-19) through the RERA portal. This initiative is part of the authority’s ongoing efforts to ensure complete automation and enhance compliance, particularly in the certification process for financial reporting related to project withdrawals.

Key Provisions of the Online A-19 Generation Process:

  1. Authorized CA for A-19: Only the Chartered Accountant (CA) responsible for issuing the Quarterly Progress Report (QPR) is authorized to generate and certify Annexure-19.
  2. Fresh Certification Requirement: Each time A-19 is generated, the CA must issue a fresh certificate reflecting the total amount withdrawn from the RERA-designated bank account up to the date of certificate generation.
  3. UDIN Compliance: The Unique Document Identification Number (UDIN) must be generated as per the applicable ICAI guidelines and RERA circular No. 1.12, ensuring authenticity and preventing misuse.
  4. Coordination with Engineer and Architect Certificates: To maintain consistency and transparency, the corresponding Engineer’s Certificate (Annexure-17) and Architect’s Certificate (Annexure-18) must also be issued afresh for the same period covered in Annexure-19.

All stakeholders, including developers, CAs, engineers, and architects, are advised to adhere strictly to these provisions to ensure seamless compliance with RERA regulations.
