The Haryana Government has issued guidelines and a timeline for the appointment of apprentices under the Apprentices Act, 1961, in various government departments and public sector undertakings (SPSUs). These guidelines outline the process, eligibility criteria, and necessary instructions for the engagement of apprentices.

Key Points:

1. Appointment Phases and Timeline: The appointment of apprentices will be conducted in three phases, with specific dates for vacancy creation/updating, the last date for applications, selection and contract generation, and the date of joining for training.

2. Eligibility Criteria:

    • Preference will be given to permanent residents of Haryana.
    • Candidates who have passed the 10th standard from schools located in Haryana will be eligible.
    • Permanent residents of Chandigarh (UT) who have completed an ITI course under NCVT/SCVT from any government-recognized Industrial Training Institute in Haryana or Chandigarh will also be eligible.

3. Appointment Process:

    • All government departments and SPSUs have been directed to appoint apprentices up to 10% of their total staff (including headquarters and regional offices), provided training facilities are available in the relevant trade.
    • The entire process of apprentice engagement and training will be carried out through the Apprenticeship Portal (www.apprenticeshipindia.gov.in).

4. Other Instructions:

    • The engagement of apprentices must strictly adhere to the provisions of the Apprentices Act, 1961, and the Apprenticeship Rules, 1992.
    • Apprentices should only be appointed in trades where training facilities and instructors are available.
    • The headquarters and sub-offices must ensure the availability of funds for stipend payments to apprentices during their training period.
