Notification/Circular No.: S.O. 1563(E), dated April 02, 2025
Document Date: April 02, 2025
Applicable Act/Rule: Explosives Act, 1884
The Ministry of Commerce and Industry (Department for Promotion of Industry and Internal Trade) has announced that the prohibition on the manufacture, possession, and import of electric detonators (classified under Class 6 Division 3 or UN Class 1 Division 1) across India will now be enforced from July 01, 2025.
Earlier, this nationwide ban was scheduled to take effect from April 01, 2025, as per Notification S.O. 4255(E) dated September 29, 2023. However, following further consultations with stakeholders in the explosives industry, the Government has decided to defer the enforcement date by three months in the interest of allowing adequate transition time.
This prohibition is being implemented in view of security and public safety concerns, as electric detonators are considered hazardous in nature. The decision reflects the Government’s effort to regulate high-risk explosive materials while balancing industrial and safety considerations.
