Liquidation of large fleet of End-of-Life vehicles from Delhi-NCR

Background and Rationale

End-of-Life (EOL) vehicles, those beyond 10 years (diesel) and 15 years (petrol), are a major pollutant in the NCR. Despite Supreme Court and NGT orders banning them from the roads, enforcement has been sluggish. Millions of such vehicles remain in circulation. This Direction aims to eliminate these high-polluting, outdated vehicles using smart enforcement technologies like Automated Number Plate Recognition (ANPR) cameras at fuel stations to identify and deny fuel to EOL vehicles.

  • Tech-Enabled Enforcement: Fuel stations to install ANPR cameras integrated with VAHAN database to detect EOL vehicles and deny fueling.
  • On-Road Surveillance: Traffic cameras to be used to identify and challan EOL vehicles.
  • Exemptions: Any specific court orders or laws granting exemptions will be honoured.
