Verification Facility for e-BGs Issued on NeSL Platform Introduced

Notification/Circular No.: NeSL/DDE/2025/0190

Document Date: April 23, 2025

Applicable Act/Rule: Insolvency and Bankruptcy Code, 2016

Background and Rationale

NeSL (National E-Governance Services Ltd.) operates an electronic platform for issuing Bank Guarantees (e-BGs), eliminating inefficiencies of traditional paper-based BGs. With 35 banks already participating, beneficiaries include corporates and government departments. Feedback from stakeholders highlighted a need for a simpler, faster way to verify e-BGs without portal login barriers, prompting the introduction of a direct verification feature.

Detailed Provisions

Earlier, beneficiaries had to access e-BGs through the NeSL portal or via NeAS (NeSL Enterprise Access Solution) integration with IT systems, often requiring login credentials and causing delays.
Now, a new online verification feature is live on the NeSL website, allowing beneficiaries to authenticate e-BGs instantly without logging into the platform.

Pre-requisites for verification:

  • e-BG number (appearing in the e-BG document)
  • Name of the issuing bank
  • Email ID of the beneficiary to which notification of e-BG issuance is sent by NeSL and
  • Digitally signed soft copy of the e-BG received by the beneficiary

Amendments and Their Implementation

  • New feature location: Top right corner of NeSL website (nesl.co.in)
  • Verification Method: Upload digitally signed e-BG document and provide required information.
  • Outcome: Instant on-screen validation and email confirmation to the beneficiary.
  • Banks’ Responsibility: Share a digitally signed soft copy of e-BGs with applicants for transmission to beneficiaries, avoiding scanned or printed versions.

Implications and Future Prospects

The feature is expected to significantly streamline the BG verification process across sectors, enhance trust in digital BGs, and promote wider adoption of NeSL’s platform. Over time, as more banks and beneficiaries embrace the system, physical verification requests should become obsolete, leading to a fully digitised guarantee management ecosystem.

Conclusion

The introduction of the direct e-BG verification facility by NeSL is a major step towards enhancing operational efficiency, promoting digitisation, and ensuring better control in guarantee processes for all stakeholders involved.
