Before granting registration under the Shops and Establishment Act, authorities typically conducted a prior inspection, which contributed to delays in the registration process. Additionally, applicants were required to upload supporting documents as part of the procedure.
To promote ease of doing business and enhance transparency in public service delivery, the registration and renewal process under the J&K Shops & Establishment Act, 1966 has been streamlined. Pre-registration inspection is no longer required, and final registration will be granted within one day from the date of application.
There is also no statutory requirement to upload documents during the registration process. Instead, a uniform undertaking, as annexed with the circular, will be accepted in lieu of document submission. While inspections may still be conducted post-registration, in cases of discrepancies, complaints, or bogus registrations, the concerned Assistant Labour Commissioner will scrutinize the case and may suspend or cancel the registration, followed by appropriate legal action.
