Revised Framework for 'Stock & Sale' Authorisation of SCOMET Items

Broader definition of ‘Stockist’ – It now includes more types of companies like Original Equipment Manufacturers (OEMs), Electronic Manufacturing Services (EMS), and Contract Manufacturers (CM), not just subsidiaries or parent companies.

Documents Required – Exporters must submit clear evidence of:

  • Their relationship with the stockist,
  • End-use and end-user certificates (EUCs),
  • Purchase orders and product specs,
  • Compliance declarations, and
  • If needed, AEO certification.

 

Simplified Process for Some Countries – Once the export to a stockist is approved:

  • No further authorisation is needed to sell within the same country or to already approved countries.
  • Exporter needs to inform DGFT about these transfers within 3 months.

 

Extra Permission for New Countries – If the stockist wants to sell to new countries not approved earlier, the Indian exporter must apply for fresh permission with full documentation.

Repeat Orders Made Easier – If the same item is being sent again to the same stockist and same countries, approval is faster.

Annual Reporting Required – Exporters must report by January 31 every year how much was sent, what was sold, and what is still in stock.

Strict Compliance Rules – If there’s any risk the items could be used for military or weapons of mass destruction, a new separate approval is required.
