Payment of compounding and fees from FCRA bank account of FCRA association having expired validity

Rule 12(5) prohibits utilization or receipt of foreign contributions by entities whose FCRA registration has expired. Such entities were unable to pay compounding penalties and fees due to system restrictions on expired accounts. To address this issue and enable compliance, the Ministry has now provided a conditional relaxation.

  • Ministry of Home Affairs has permitted NGOs/associations with expired FCRA registrations to make payments of compounding penalties and fees from their FCRA account.
  • This facility is restricted to the SBI New Delhi Main Branch via the “SBI Branch Payment” option on the FCRA online portal.
  • No other receipts or utilization from the account is allowed during the period of expiry.
