Implementation of RISe ERP for Financial Accounting in SEEPZ SEZ

Historically, the SEEPZ-SEZ Development Commissioner’s office relied on Tally for maintaining its financial records, including budgeting and sanctioning processes. These manual entries introduced the risk of data inconsistencies and inefficiencies in financial reporting.

To eliminate manual interventions and enhance accuracy, the SEEPZ-SEZ administration has mandated the complete adoption of the RISe ERP Financial Accounting Module. This ERP system provides a centralised, integrated platform for managing all accounting-related activities, ensuring consistency and reducing human error.

Effective from April 1, 2025, all accounting operations, including voucher entry, sanction approvals, budgeting, payment processing, and report generation, must be conducted exclusively through the RISe ERP application (accessible at rise.seepz.gov.in).

The key features of this implementation include:

  • Automation: Most financial entries will be auto-populated via integration with various ERP modules, minimising manual data entry.
  • Bank Integration: The system has been integrated with Punjab National Bank (PNB) for processing all receipt and payment transactions. Online payments such as rent, penalties, and service charges are already operational. Future bank integrations will be notified separately.
  • Stakeholder Privileges: Relevant user access has been provisioned, and all concerned parties are expected to switch to the module.

 

Two interlinked ERP modules Land & Building Management and Rate, Rent & Bills Management have been provided to streamline and automate operations.

  1. Land & Building Management Module: Enables SEEPZ users to create and manage land and building asset categories. Users can input details such as land survey numbers, built-up area, floor-wise usage, lease agreements, and categorisation. It includes graphical dashboards and generates reports like Occupied/Vacant Land & Building Reports.
  2. Rate, Rent & Bills Management Module: Facilitates setting up particulars like lease rent, BMC charges, fire cess, and service charges on a gala/unit basis. It allows rate updates by category, gala, building, or unit, with options to apply changes by amount or percentage. Also, it automates quarterly bill generation, including approval workflows and tracking of payment receipts. It is integrated with interest calculation (simple/compound) for overdue payments and generation of outstanding reports.
  1. Additional modules cover other services (guest house, creche, fibre, monsoon shed), with similar billing workflows.

For unit users, the module offers real-time visibility into active/inactive bills, payment options, and rate details associated with their leased units.
