CAQM mandates all relevant agencies in Delhi-NCR to implement urgent measures for preventing landfill fires and municipal waste burning, including:

1. Legacy Waste Management at SLFs/Dumpsites

• Identify and assess fire risks at all landfill sites.
• Conduct extensive bio-mining/bio-remediation as per action plans submitted to the Supreme Court.
• Install CCTV surveillance, methane detectors, and non-contact temperature monitors.
• Ensure fencing and frequent patrolling, especially at night.
• Conduct quarterly fire safety audits and periodic mock drills.
• Maintain firefighting facilities like hydrants, water tankers, fire extinguishers, and sand/chemical supplies.
• Provide Personal Protection Equipment (PPE) and fire safety training for all workers.

2. Fresh generation of Municipal Solid Waste (MSW) Management

• Ensure MSW collection, segregation, transport, and processing as per Solid waste Management Rules, 2016
• Monitor and prevent open burning through increased surveillance, especially in winter and at night.
• Strictly prohibit MSW burning at transit points, collection centres, or public spaces.
• Enhance horticultural waste processing capacity and conduct seasonal collection drives.
• Engage RWAs, industries, and shopkeepers in awareness drives.
• Conduct training and capacity-building for sanitation workers.

A consolidated state-wide quarterly report must be submitted by the SPCBs/DPCC to CAQM in the prescribed format. Non-compliance will attract penalties under Clause 14 of the Act.
