Gujarat Pollution Control Board (GPCB) had earlier granted exemptions to certain cottage and small-scale industries that had no pollution potential from obtaining Consent to Establish (CTE) and Consent to Operate (CTO).
Following the Central Pollution Control Board (CPCB)’s harmonised industrial classification system, industries are now categorised into Red, Orange, Green, White, and Blue based on their Pollution Index (PI).
Under this new framework, industries classified as White Category (i.e., those with a Pollution Index less than 25 and negligible pollution potential) are officially exempt from obtaining CTE and CTO from GPCB. However, such industries are required to intimate the GPCB about their operations and submit a self-declaration confirming compliance with environmental laws, as per the Standard Operating Procedure (SOP) referenced in the MoEFCC notification dated November 12, 2024.
The official list of industries falling under the White Category (as per CPCB classification) is attached as Annexure-I to the Office Order.
