Use of ICETABs for efficient export examination and clearance

Notification / Circular No. – Circular No. 17/2025-Customs dated June 19, 2025

Applicable Act / Rule – Customs Act, 1962

Following the success of ICETABs in streamlining and digitising import examination processes under Circular No. 10/2024-Customs dated August 20, 2024, the Central Board of Indirect Taxes and Customs (CBIC) has now extended the use of ICETABs to export consignments as part of its drive for paperless and efficient customs procedures.

Effective from June 19, 2025, examining officers handling export consignments will now use ICETAB devices to digitally access all relevant shipping bill details, including examination orders, RMS (Risk Management System) instructions, and supporting documents. This move eliminates the need for physical documentation during export examination.

Officers will also input examination reports directly through ICETABs and upload up to four images highlighting key aspects of the cargo. These images will be stored in the e-Sanchit system for future reference, enhancing transparency and traceability.

In cases where ICETAB use is not feasible due to exigencies, prior approval from the Assistant Commissioner must be obtained, and the reason recorded in the system. Commissioners overseeing export sheds must review and resolve any implementation issues on a weekly basis, in consultation with DG Systems.

A detailed operational advisory on ICETAB use for exports will be issued separately by DG Systems. All field formations are instructed to issue suitable trade/public notices, sensitise officers, and ensure smooth stakeholder transition. Any implementation challenges must be reported to the Board.
