Procedure for Filing Application for Import Authorization for Low Ash Metallurgical Coke

The Directorate General of Foreign Trade (DGFT) has issued a Trade Notice regarding the procedure for obtaining Import Authorization for Low Ash Metallurgical Coke, a restricted item. As per DGFT Notification No. 44/2024-25, the import of Low Ash Metallurgical Coke (with ash content below 18%) is subject to Country-wise Quantitative Restrictions (QR) for the period of January 1, 2025, to June 30, 2025. The application process is outlined as follows:


Application Process:
Applications should be filed on the DGFT Website (https://dgft.gov.in) under the “Imports Authorisation for Restricted Imports” section (ANF 2M).
Applicants must provide details of imports for the past three years (2021-22, 2022-23, 2023-24), along with current year’s import data and the source country.


Attach production capacity and actual production details for 2023-24 and the current year (until December 31, 2024).
Applications must be filed on a country-wise basis; each application should mention only one supplier country.
The quantity applied should cover the entire period of restriction (January 1, 2025, to June 30, 2025).


Allocation of Quantities:
A Special Exim Facilitation Committee (EFC) will review the applications and allocate quantities.
The allocated quantities for each quarter cannot exceed the country-specific quotas. Excess imports in the first quarter will be adjusted in the second quarter, and unutilized QR from the first quarter will be carried over to subsequent quarters.
