Clarification on Phasing Plan Modifications for Licensed Colonies under RERA

The Directorate of Town & Country Planning (DTCP), Haryana, has issued a clarification regarding phasing plans for licensed colonies, including those registered under RERA.

The policy on phasing allows for phased development of a licensed colony or part thereof, with or without RERA registration. DTCP has been receiving applications for approval of phasing plans, including those covering completed/restored phases and future development phases. While certain phasing plans have been approved per Clause 1.1(I & ii) of the policy, RERA authorities have sought clarifications on modifications affecting registered phases.

To prevent future confusion, it is clarified that:

  • If a phasing plan involves alterations/modifications to a phase already registered with RERA, the applicant must obtain prior consent/NOC from RERA before submitting it for approval.

This order ensures better coordination between DTCP and RERA and avoids conflicts in project implementation.
