Clarification Issued on Legal Metrology Declarations for Footwear and Instruments

Applicable Act/Rule: Legal Metrology Act, 2009 and Legal Metrology (Packaged Commodities) Rules, 2011

Department of Consumer Affairs, through its Legal Metrology Division, has issued a set of Frequently Asked Questions (FAQs) to address practical compliance queries raised by manufacturers and retailers, particularly concerning packaging and labelling of footwear and applicability of metrology standards to specific instruments.

  1. If footwear is sold in a box and all the mandatory declarations under the Legal Metrology (Packaged Commodities) Rules, 2011 are clearly printed on the box or its label, there is no need to repeat the declarations directly on the footwear itself.
  2. When footwear is sold without packaging, the required declarations must still be made either via a tag, sticker, or any suitable alternative to uphold consumer rights.
  3. The retail sale price (MRP) may be declared using either the symbol “₹” or the term “Rs.”, allowing flexibility in format as long as clarity is maintained.
  4. Section 22 of the Legal Metrology Act, 2009, which mandates model approval for weights and measures, does not apply to Feeler Gauges since these are not listed in the Legal Metrology (General) Rules, 2011.
