Requirement of Analytical Report & Official Certificate for Spices Exported to Switzerland

Notification/Circular No. – 02/2025-26 dated June 05, 2025

Applicable Act/Rule – Spices Board Act, 1986; Spices Board (Registration of Exporters) Regulations, 1989

Effective Date – June 09, 2025

Spices Board of India had earlier enabled exporters to obtain an Official Certificate based on a cleared analytical report for shipments to EEA countries including Switzerland (as per Circular No. 24/2022-23). However, updated Swiss regulations particularly Ordinance No. 817.042 (as amended up to March 1, 2025) now explicitly require this certificate for certain foodstuffs, including specific spices and spice products listed under Annex II of Regulation (EU) 2019/1793.

From June 9, 2025, all consignments of spices and spice products listed in Appendix I of this circular and destined for Switzerland must mandatorily obtain an Official Certificate from the Spices Board. This certificate will confirm compliance with Swiss import requirements on:

  • Ethylene Oxide (EtO) residues for most listed spices;
  • Pesticide Residues for Curry Leaves, in accordance with EU Regulation (EC) No. 396/2005.

To comply, the Spices Board will begin sampling and mandatory testing of applicable consignments before issuing the certificate. This measure ensures that the products meet the safety and residue requirements of Swiss Border Control Points (Geneva and Zurich airports).

The circular remains effective until further guidelines or updates are issued.
