Applicable Act / Rule – Foreign Trade (Development & Regulation) Act, 1992 and Foreign Trade Policy (FTP), 2023
Under the Foreign Trade Policy (FTP), 2023, importers such as Advance Authorisation holders, EOUs, and SEZs were allowed to import products even if they were subject to mandatory Quality Control Orders (QCOs). However, a 180-day Export Obligation (EO) period applied specifically to such imports in the textiles and chemicals sectors. This amendment clarifies and segregates the EO timelines based on the issuing ministry.

The Export Obligation period for such authorizations shall be as per 4.40 of Handbook of Procedures. However, EO period is restricted to 180 days from the date of clearance of import consignments in respect of QCO exemption for textile and chemical Products, notified by Ministry of Textiles and Department of Chemicals & Petrochemicals (DCPC) respectively. | The Export Obligation period for such authorizations shall be as per Para 4.40 of Handbook of Procedures.
