Procedure For Registration Under Rajasthan Economizer Rules, 1959

Background

  • The Rajasthan Economizer Rules, 1959 were framed by the Government of Rajasthan under the authority granted by Section 29 of the Indian Boilers Act, 1923. These rules were officially notified after being published as required by law under Section 31 of the Indian Boilers Act.
  • An economizer refers to any section of a feed-pipe that is either fully or partially in contact with flue gases, and is used to recover waste heat from those gases. Where feed pipe means any pipe or connected fitting wholly or partly under pressure through which feed water passes directly to a boiler and which does not form an integral part thereof [As per Section 2(cc) and (ccc) of the Boilers Act, 1923, respectively]
  • Under the Rules, it is mandatory for every owner intending to use an economizer in connection with a steam boiler to have it registered with the Chief Inspector of Boilers, Rajasthan. This ensures that the economizer is fit for use, complies with safety standards, and is officially recorded by the state authority.

Applicability of Registration Requirement:

  • As per Section 7(1) of the Indian Boilers Act, 1923, the owner of any boiler or economizer that is not yet registered under the Act must apply to the Inspector of Boilers for registration.
  • Owner includes any person possessing or using a boiler as agent of the owner thereof and any person using a boiler which he has hired or obtained on loan from the owner thereof;

Registration Under the Economizer Rules

  • Application for Economizer Registration [Rule 6]:
    • An application for registering an economizer, as required under Section 7(1) of the Indian Boilers Act, 1923, must be submitted in Form CE to the Inspector of Boilers. The application should also include a receipt of the prescribed registration fee, as outlined in the applicable regulations.
  • Registration of Transferred Economizers [Rule 7]:
    • If an economizer is brought into Rajasthan from another state, the owner must apply for transfer registration by submitting Form CE to the Chief Inspector of Boilers. The economizer cannot be used until it is officially registered in Rajasthan.
      Notably, no fee is charged for registering such transfers.
  • Reporting Changes in Location, Ownership, or Condition [Rule 9(b)]:
    • If a registered economizer is moved to a different location within Rajasthan, or if there is a change in ownership, or if the economizer (or any part of it) is dismantled or broken, then both the previous and current owners must send a written notice to the Chief Inspector of Boilers within seven days, providing full details of the change.
  • Allotment and Engraving of Registry Number [Rule 13]:
    • The Chief Inspector will provide a paper slip of the appropriate size containing the assigned registry number for the economizer. This number must be engraved on the economizer in accordance with the method specified in Regulation 534 of the Indian Boiler Regulations.
  • Issue of Certificate And Provisional Order [Rule 15]
    • In cases in which the Inspector is empowered to issue a certificate under section 8 without further reference the certificate, should ordinarily be issued within 48 hours of the completion of the inspection. Where he proposes to issue a provisional order pending the issue or refusal of the certificate, the Inspector must satisfy himself that the economizer is fit to be worked at the maximum pressure and for the period entered in the provisional order. The fact of issue of the provisional order must be reported immediately to the Chief Inspector.
    • An application for the renewal of a certificate of economizer shall be made in form CE to the Chief Inspector one month before the expiry of the certificate and shall be accompanied by a receipt of the fees prescribed under rule 18 (b). [Rule 14]

Penalty & Consequences for Non-Compliance

  • General Penalty [Rule 44]:

Any person who does or omits to do any act prohibited or prescribed by these rules shall be punishable with fine which may extend to one hundred rupees.

  • Consequence: In absence of registration of ecnomizer, the same cannot be used with the boiler leading to higher fuel consumption
