CERC (Sharing of Inter-State Transmission Charges & Losses) (4th Amendment) Regulations, 2025

The Central Electricity Regulatory Commission (CERC) issued the (Sharing of Inter-State Transmission Charges and Losses) Regulations, 2020 to provide a framework for cost-sharing of interstate transmission systems. To align with tariff regulations, renewable energy incentives, and evolving energy needs, amendments were considered necessary.

The Fourth Amendment Regulations, 2025 introduce significant revisions, including:

  • Definitions added for “Tariff Regulations” and “Terminal Bay.”
  • Transmission charges allocation modified for drawee DICs with separate General Network Access (GNA).
  • Provisions on deviation computation for dual connectivity generating stations.
  • Expanded waiver of ISTS charges for renewable energy, hydro, offshore wind, storage (ESS/PSP), green hydrogen, and green ammonia projects with timelines and graded benefits.
  • Allowance for extensions of COD under force majeure with waiver protection.
  • Clarification on billing, terminal bay charges, and availability factor as per tariff regulations.

These amendments aim to incentivise renewable energy integration, support storage systems, and provide clarity on cost allocation in ISTS.
