Simplification of Start-up and Company Registration Processes

The Government of India has rolled out a series of reforms to simplify and digitise the registration of companies and start-ups, making processes faster, transparent, and accessible even in small and medium cities.

Important measures include the launch of SPICe+ and AGILE PRO-S, a single web form integrating 11 services such as incorporation, PAN, TAN, DIN, EPFO, ESIC, GST, and bank account. Incorporation fees have been waived for small companies (authorised capital up to ₹15 lakh or up to 20 members without share capital). A Central Registration Centre (CRC) has been set up for company and LLP incorporations, and the LLP form FiLLiP is now integrated with CBDT for PAN/TAN allotment.

Start-up recognition has been made fully digital through the Startup India portal and National Single Window System (NSWS), with simplified self-certification, handbooks, tutorials, and workshops for entrepreneurs.

For compliance and ease of doing business, MCA has introduced digital systems such as CPACE for voluntary exits, MCA21 V3 with real-time validation and live chat, E-Adjudication for online case handling, and a Central Processing Centre (CPC) (operational since February 16, 2024) for centralised e-form processing.

Additionally, under the Companies (Amendment) Act, 2017, the affidavit requirement by first directors and subscribers at incorporation was replaced with a simple declaration, reducing procedural complexity. Regular updates to rules and forms are carried out based on stakeholder feedback.

These measures collectively promote ease of doing business, reduce compliance burden, and strengthen the start-up ecosystem across India.
