U.P. RERA Issues Guidelines on Real Estate Project Advertisements & Compliance

Notification No./Circular No. – 8603/UPRERA/Tech.Cell/2025-26 dated August 22, 2025         

Applicable Act/Rule – Real Estate (Regulation and Development) Act, 2016 [UP]

To strengthen consumer protection and standardise business practices in the real estate sector, the Real Estate (Regulation and Development) Act, 2016 imposes specific obligations on promoters/developers. These include strict rules on project registration, advertising, and sales. U.P. RERA has now issued a fresh office order (superseding its earlier circular dated May 21, 2025) to mandate uniform disclosures and compliance in advertisements, display of registration details, and quarterly reporting. 

  1. Mandatory Project Registration before Advertisement
    No promoter/developer can advertise, market, book, sell, or invite persons for purchase of units without registering the project with U.P. RERA.
  2. Compulsory Disclosures on All Promotional Material
    Every advertisement (print, hoardings, posters, electronic, digital, social media), brochures, application forms, allotment letters, and Builder-Buyer Agreements (BBAs) must clearly display the following on the right top corner:
    • QR Code from Form-C registration certificate
    • U.P. RERA registration number (UPRERAPRJ…)
    • Authority website (https://www.up-rera.in)
    • Project’s bank collection account number, IFSC code, bank name, branch name & full address
    • Project launch date
  3. Display of Registration Certificate (Form-C)
    The project’s Form-C certificate must be displayed in A3-sized photo frame at:
    • Corporate office
    • Project site office
    • CRM (Customer Relationship Manager) office
  4. Construction & Technical Compliance
    • Adherence to latest National Building Code (NBC) and BIS standards for materials.
    • Compliance with UPERC guidelines on multi-point electricity connections.
    • As per TRAI directions, at least two internet service providers (ISPs) must be made available for digital connectivity.
  5. Quarterly Progress Report (QPR) Filing
    • Promoters must upload QPR on the U.P. RERA portal within 15 days of each quarter’s end.
    • This ensures transparency and real-time tracking of project status.
