Procedure for Postal Exports of E-Commerce Parcels from SEEPZ-SEZ

The Development Commissioner, SEEPZ-SEZ, has introduced a streamlined procedure for export of e-commerce parcels through postal mode by operationalising an extension of the Foreign Post Office (FPO) within SEEPZ-SEZ. This decision aims to reduce processing time, avoid unnecessary parcel examinations, and ensure end-to-end tracking of small-value consignments exported by SEZ units.

 The new procedure lays down the following framework:

  • Filing of Shipping Bills: Units are required to file Shipping Bills through SEZ-Online. Multiple e-commerce parcels meant for export can be consolidated under a single Shipping Bill.
  • Parcel Submission: Parcels must be submitted to the SEEPZ-SEZ FPO extension along with the assessed copy of the Shipping Bill and the applicable CN forms/labels. This ensures compliance with postal export documentation requirements.
  • Customs Examination: Parcels will generally not be opened for examination by Customs. However, in exceptional circumstances, the Specified Officer may direct inspection to safeguard revenue or address security concerns.
  • Acceptance by Postal Department: The Postal Department will only accept consignments that have been duly cleared by Customs. Shipping Bills must be signed and sealed by Customs before handover to postal authorities.
  • Tracking and Endorsement: Each parcel will receive a unique tracking number. Postal authorities will endorse these numbers and the same will be updated in SEZ-Online before issuance of Let Export Order (LEO).
  • Proof of Export: After dispatch, the Postal Department will furnish proof of export, including CN forms and tracking details, to the SEEPZ-SEZ office. This will serve as confirmation of export completion.
  • Dispute Resolution: Any difficulties or issues arising during the implementation of this procedure will be resolved with reference to CBIC Circular No. 14/2018, which provides the broader framework for postal exports.
