Aadhaar Authentication Mandatory for Income Certificate Benefits – GNCTD Notification

Background

The Revenue Department, Government of NCT of Delhi, issues Income Certificates to residents for accessing financial benefits such as pensions, treatment assistance, education reimbursements, and other schemes funded from the Consolidated Fund of Delhi

Going forward, any individual applying for benefits linked to the Income Certificate must furnish proof of their Aadhaar number or undergo Aadhaar authentication. In cases where beneficiaries do not possess an Aadhaar number, they must enrol for Aadhaar at designated centres, with consent from guardians in the case of minors, provided they are eligible as per Section 3 of the Aadhaar Act. The Department will ensure enrolment facilities are accessible, either by coordinating with existing UIDAI registrars or by becoming registrars themselves in areas lacking centres.

For authentication, beneficiaries who possess Aadhaar can authenticate using biometric or OTP methods. Those without Aadhaar may submit Aadhaar enrolment or biometric update slips along with documents like birth certificates, school ID cards (for children), or bank passbooks, PAN cards, passports, Kisan passbooks, or driving licences (for adults). All documents will be verified by authorised officers appointed by the Department.

Where biometric authentication fails due to poor fingerprints or other issues, alternate mechanisms will be adopted, including iris scans, facial recognition, or OTP-based authentication. In exceptional cases where authentication cannot be completed, benefits may be provided using physical Aadhaar letters verified via QR code readers installed at service points.

The Department will also implement awareness campaigns through media channels to educate beneficiaries about Aadhaar requirements. Exception handling procedures as laid out in the Office Memorandum of the Direct Benefit Transfer Mission, dated December 19, 2017, will be followed to ensure that genuine beneficiaries are not denied benefits. Registers of beneficiaries will be maintained, reviewed, and audited periodically to ensure compliance and prevent misuse.
