Background

The Government of Karnataka has amended the Karnataka State Commission for Protection of Child Rights Rules, 2010, to strengthen child rights protection mechanisms, ensure transparency in appointments, and enhance the capacity of the Commission.

The rules have been amended to require that the Chairperson have at least ten years of exceptional work experience, and members at least five years, with age limits fixed at 40 years for Chairperson and 35 years for Members. Individuals with criminal convictions or removed from government service are disqualified from appointment. Those appointed must sever ties with political parties, business, or professions that could affect impartiality.

Appointments of Chairperson and Members are to be made together without delay, based on a merit-based panel recommended by the Selection Committee. Rules have been added for conducting meetings, preparing travel schedules, communicating inquiries, and offering training within one month of appointment.

New functions have been assigned to the Commission, including analyzing child rights compliance, providing reports, promoting education and protection, compiling data, making regional visits, and assisting with legislation implementation. The Commission may also empanel consultants from academia, research, administration, or civil society for specialized assistance.

The quorum requirements for meetings outside headquarters have been defined, ensuring the presence of at least four members for inquiries and review meetings. The rules also mandate structured planning for travel and outreach.

Finally, new forms and procedural requirements have been added to improve accountability, coordination, and efficiency in child rights protection efforts.
