WDRA Notice on Prohibition of Dual Registration of Warehouses

Notification/Circular No. T-21032/7/2025-Technical/C.No-1630/3042 dated September 25, 2025
Applicable Act/Rule:
Warehousing (Development and Regulation) Act, 2007

The WDRA has found instances where the same warehouse (godown) has been registered under two different warehousemen—one on the basis of ownership documents and another on the basis of lease documents. Both registrations reflect the same capacity and address. This practice is strictly prohibited as it undermines the integrity of WDRA’s registration system.

Details of Changes:

  • Once a warehouse is registered with WDRA, it cannot be leased to another party unless its registration is formally surrendered.
  • A warehouseman who cannot prove ownership or effective control over a warehouse must surrender their WDRA registration to avoid action under the law.
  • Only the warehouseman who can establish effective control over the premises will be allowed to retain WDRA registration.
