Stage-I of Graded Response Action Plan (GRAP) Invoked Across NCR Due to ‘Poor’ Air Quality

Applicable Act/Rule: Environment (Protection) Act, 1986 and Graded Response Action Plan (GRAP)

The Commission for Air Quality Management (CAQM) has invoked Stage-I (‘Poor’ Air Quality) of the Graded Response Action Plan (GRAP) in the entire National Capital Region (NCR) with immediate effect, after Delhi’s daily average Air Quality Index (AQI) reached 211, falling in the ‘Poor’ category (201–300) as per the CPCB’s daily bulletin

A 27-point action plan under Stage-I of GRAP has been implemented and will be strictly enforced by all concerned agencies across NCR. Key measures include:

  • Strict implementation of dust mitigation norms at construction and demolition sites and compliance monitoring via the web portal.
  • Prohibition of open burning of biomass and municipal waste with penalties for violations under NGT orders.
  • Mechanised road sweeping, water sprinkling, and proper disposal of collected dust and waste.
  • Vigilance against visible vehicular emissions, enforcement of PUC norms, and diversion of non-destined truck traffic from Delhi.
  • Closure of non-compliant industrial units, strict monitoring of emission norms in industries, brick kilns, hot mix plants, and thermal power stations.
  • Enforcement of clean fuel usage (electricity or gas) in hotels, restaurants, and eateries; ban on diesel generator sets as regular power sources.
  • Continuous information dissemination via mobile apps and social media; rapid complaint redressal through 311, Green Delhi, and SAMEER apps.
    Citizens are urged to comply with the Stage-I Citizen Charter, including proper vehicle maintenance, avoiding idling at signals, using EVs or hybrids, avoiding firecrackers, and promoting eco-friendly celebrations.
