Many real-estate projects in Bihar registered under the RERA framework have failed to be completed within the timeline specified in their registration certificate. The Authority noted that while Section 6 of the Act permits extension of registration, the grant of such extension must not be considered a matter of right — it must be evaluated on merits, balancing the interests of promoters and allottees

• Promoter must apply online in Form E with prescribed fee, application charge and late charge (if applicable).
• Promoter must explain reasons for not completing the project within the stipulated time and satisfy that the remaining work will be completed within the extended period under Authority monitoring.
• Submission of a duly sanctioned map valid for the period for which extension is sought. If promoter seeks extension beyond the map validity, this must be clearly stated in Form E and applicable fee/late charges paid.
• If promoter exercises option to seek extension only up to map validity, they may mention this in Form B and pay charges for that period; if they seek beyond that, fresh application, map sanction and fees apply.
• If map re-validation/re-approval is pending, promoter must submit proof of application for re-approval and fee paid, but extension will be considered only after map is re-validated/re-approved.
• In cases where execution/PDR (possession/refund) orders are pending against promoter (or QPRs delayed/non-filed), extension is considered on case-by-case basis.
• Authority will scrutinise QPRs and requisite forms/certificates to verify whether delays are justified; any extension will be granted only after assessing whether remaining time period sought is reasonable to complete remaining work.
• The order clarifies extension is not a right in every case; promoter cannot assume that failure to complete within extended time automatically entitles further extension.
