Collection of Information on Export-Related Non-Tariff Measures, Testing and Certification Requirements

Notification/Circular No. Trade Notice No. 18/2025-26 dated November 25, 2025

Applicable Act/Rule – Foreign Trade Policy / Export Promotion Mission Framework

Under the Export Promotion Mission announced in the Union Budget 2025–26, DGFT has begun building a structured and comprehensive database of global Non-Tariff Measures (NTMs) applicable to Indian exports. These include mandatory or voluntary certifications, testing protocols, inspections, audits, labelling norms and other regulatory conditions imposed by importing countries.

DGFT has requested exporters, Export Promotion Councils, Commodity Boards and industry associations to submit detailed information on NTMs and certification requirements applicable to their export products. Required details include the name and nature of certification/testing, its mandatory or voluntary status, affected sectors, costs, validity, applicable countries, recognised labs or certifying bodies and any compliance challenges. Inputs must be furnished within seven days through the designated online form. DGFT has clarified that non-submission may result in certain NTMs not being prioritised in the master database, which could affect future support measures under the Export Promotion Mission.
