Applicable Act/Rule – Occupational Safety, Health and Working Conditions Code, 2020
The Ministry of Labour and Employment has published draft regulations titled the Occupational Safety, Health and Working Conditions (Oil Mines) Regulations, 2022, to prescribe safety, health and working-condition standards specific to oil mines across India.
The draft regulations introduce a consolidated safety and operational framework for oil-mine activities under the OSH&WC Code, replacing the 2017 regulations. They tighten qualification requirements for managers and key operational personnel, mandate structured safety systems and updated site-level documentation, and prescribe detailed rules for drilling, well servicing, BOP testing, and well-abandonment procedures.
Infrastructure-related changes include clearer standards for pipeline design, corrosion protection, sectionalising valves, and mandatory submissions before commissioning. Storage-tank and tank-farm standards are revised with stronger fire-safety and containment requirements.
Environmental and health controls are strengthened through defined limits for hazardous gases, strict spill-prevention norms, and specific hazardous-area zoning rules. Transitional provisions maintain continuity by carrying forward existing permissions under aligned clauses of the new regulations.
