Repealing and Amending Act, 2025

Notification/Circular No. – Act No. 37 of 2025 dated December 20, 2025

The Parliament enacted the Repealing and Amending Act, 2025 to repeal obsolete enactments and amend certain existing laws for the purpose of legislative clean-up. The Act received Presidential assent on December 20, 2025 and was published in the Gazette of India on December 21, 2025.

Section 2 of the Act repeals the enactments specified in the First Schedule, which includes a large number of amending Acts from various years that have served their legislative purpose and are no longer required to remain in force.

Section 3 of the Act amends the enactments specified in the Second Schedule, to the extent and in the manner mentioned therein. Key amendments include substitution of references to “registered post” with “speed post with registration and proof of delivery” in procedural laws such as the General Clauses Act, 1897 and the Code of Civil Procedure, 1908. Certain provisions of the Indian Succession Act, 1925 have also been omitted or modified. The Disaster Management Act, 2005 has been amended to substitute the word “prevention” with “preparation” in the specified clause.

Section 4 provides savings to clarify that repeals under this Act do not affect prior actions, rights, liabilities, proceedings, or legal consequences arising under the repealed enactments.
