The State Government has enacted this legislation to decriminalise and rationalise offences across multiple Maharashtra statutes. The objective is to reduce criminal liability for procedural and compliance-related defaults, replace imprisonment with monetary penalties where appropriate, and support trust-based governance to improve ease of living and ease of doing business.

This Act amends several state laws by revising penalty structures, increasing monetary fines, and reclassifying offences to reduce criminal prosecution.

Major statutes amended include the

  1. Maharashtra Industrial Relations Act,
  2. Maharashtra Nursing Homes Registration Act,
  3. Maharashtra Stamp Act,
  4. Maharashtra Medical Council Act,1965
  5. Maharashtra Recognition of Trade Unions and Prevention of Unfair Labour Practices Act,1971
  6. Maharashtra State Tax on Professions,Trades,Callings and Employments Act ,1975 with deletion of sections 20, 21 and 23), and
  7. Maharashtra Shops and Establishments Act, 2017.
