Background
The Jammu and Kashmir Government Order 552-PW(R&B) of 2018 was issued to regulate the installation, operation, and safety of lifts, escalators, and moving walkways within the state. The order prescribes mandatory registration, annual permissions, and safety protocols, ensuring that such installations meet prescribed technical and safety standards. It also provides for reporting accidents and obtaining permission before resuming operations. The order was framed to enhance public safety, streamline administrative processes, and establish accountability of building owners and operators.

Every owner of the lift or escalator is required to take the necessary registration within the time period prescribed in respective State’s Act.
Every owner of a building, intending to install a Lift/ Escalator/ Moving Walkway, shall move an application, in prescribed application form to the Lift Inspector, Mechanical Engineering Department, Jammu/ Kashmir, as per their respective jurisdictions, for permission to erect lift/ escalator/ moving walkway. Such application shall be accompanied by Erection Plans.
Permission granted shall be valid for a period of one year from the date on which the permission may be granted, extendable by a period of six months at a time.
No owner of a place shall operate, or cause to be operated, or allow the operation of a Lift/ Escalator/ Moving Walkway in such place except under and in accordance with a proper permission. Every permission granted is valid for 1 year from the date on which it is granted and is renewable after inspection and payment of prescribed fees.
Wherever any accident occurs during the operation of any lift/escalator/moving walkway which results or likely to result in injury to any person or loss of human life, the owner or authorised representative whose name has been communicated to the Chief Lift Inspector shall give immediate intimation of such accident, followed by a detailed Report of the accident in prescribed form to the Chief Lift Inspector and prescribed authority as the State Government may order.
The installation of the lift shall not be interfered with in any way, whatsoever, and shall be instantly sealed. The operation of such lift shall not be resumed except with the written permission of the Chief Lift Inspector.
