Draft Amendment to Central Motor Vehicles Rules – Substitution of Rule 126 (Prototype Testing)

The Ministry of Road Transport and Highways has issued a draft notification proposing amendments to the Central Motor Vehicles Rules, 1989, for public consultation. The draft seeks to substitute Rule 126 relating to prototype testing of motor vehicles. Stakeholders, including vehicle manufacturers and importers, may submit objections or suggestions within thirty days from the date of publication of the notification in the Official Gazette.

 Draft amendment proposes substitution of Rule 126 relating to mandatory prototype testing of all motor vehicles by specified government-notified testing agencies.  Introduces AIS quality compliance requirement for testing agencies and mandates type approval and certification as per notified AIS standards and procedures.

Provides provisions for self-certification / testing of altered or retrofitted vehicles and compliance framework for imported CBU/CKD vehicles meeting international standards.

Requires E20 emission compliance report and material compatibility declaration for certain imported gasoline vehicles and prescribes standards for tractors, CEV vehicles, and truck body prototype approval.
