Industrial Relations (Andhra Pradesh) Rules, 2026 – Preliminary Notification

The State Government had earlier issued Draft Code on Wages (Andhra Pradesh) Rules, 2022 and the Central Government notified the appointed day for implementation of the Code on Wages as November 21, 2025. In view of implementation of the Code on Wages, 2019 and the Draft Code on Wages (Central) Rules, 2025, the State has issued fresh draft rules replacing the earlier draft rules and previous rules under the Payment of Wages Act, 1936 and Minimum Wages Act, 1948. These draft rules apply to establishments and employees governed by the Code on Wages in the State of Andhra Pradesh.

The Government of Andhra Pradesh has issued the draft Code on Wages (Andhra Pradesh) Rules, 2026 in exercise of powers under Section 67 of the Code on Wages, 2019 and in supersession of earlier draft rules and existing State rules under the Payment of Wages Act, 1936 and Minimum Wages Act, 1948.

The draft rules are proposed for public consultation and will be taken into consideration after expiry of forty-five (45) days from the date of publication in the Official Gazette. Objections and suggestions may be submitted to the Commissioner of Labour, Andhra Pradesh through the specified web portal or email within the prescribed period.

The draft rules provide provisions relating to, inter alia: fixation and calculation of minimum wages, categorization of skill levels, revision of variable dearness allowance, working hours and rest day, payment of wages and deductions, constitution and functioning of the State Advisory Board and committees, payment of dues and claims, registers and wage slips, composition of offences, and annual returns under the Code on Wages, 2019.
