Stipulation of Revised Particulate Matter Emission Standard for Industries in Delhi-NCR

Industrial stack emissions significantly contribute to particulate matter levels in Delhi-NCR, affecting ambient air quality and public health. The Commission had earlier issued Directions No. 53, 62, 63, 64 and 65 prescribing cleaner fuels, emission limits of 80 mg/Nm3 and aiming at 50 mg/Nm3 for certain sectors. Based on CPCB recommendations and IIT Kanpur study, stricter emission norms were considered technically achievable and necessary. This direction revises PM emission standards and prescribes compliance timelines for industries across Delhi-NCR.

  1. “The maximum permissible limit of particulate matter (PM) emissions from 17 Categories of highly polluting industries identified by CPCB, Red Category (Medium and Large) air polluting industries; Food & Food Processing and Textile industries having boilers/thermic fluid heaters and Metal industries having furnaces, operating in Delhi-NCR, shall be 50 mg/Nm3;

Provided that this standard shall not apply to those industrial units which have been prescribed PM emission standard of less than 50 mg/Nm3 under any applicable consent, direction or statutory provision.”

  1. “The revised PM emission standard shall be applicable to the industries mentioned in clause 21(i) as follows:
    (a) Large and Medium industries with effect from 01.08.2026;
    (b) Remaining industries with effect from 01.10.2026.”

This direction shall have overriding effect on PM emission standards specified earlier under Direction No. 62 dated 17.03.2022 and Direction No. 64 dated 02.06.2022 for the industries and timelines covered under this direction.
