Launch of Four Interventions under Export Promotion Mission (EPM) – NIRYAT DISHA / NIRYAT PROTSAHAN

The Directorate General of Foreign Trade has introduced multiple targeted interventions under the Export Promotion Mission to strengthen export competitiveness, improve compliance capacity, enhance access to finance, and reduce logistics barriers for MSMEs involved in international value chains. These interventions are issued as part of the broader EPM framework under FTP 2023 and are being implemented prospectively. The measures are introduced on a pilot basis to enable institutional learning, stakeholder feedback, and data-driven refinement. Stakeholder comments are invited within 30 days in accordance with Paragraph 1.07A of FTP 2023.

The Directorate General of Foreign Trade has implemented the following interventions with immediate effect:

  1. Support for Alternative Trade Instruments (Export Promotion Mission – NIRYAT PROTSAHAN)
    “The Support for Alternative Trade Instruments intervention under Export Promotion Mission (EPM) – NIRYAT PROTSAHAN is hereby implemented prospectively with immediate effect.”
    Support is introduced for export factoring arrangements for eligible MSMEs through interest subvention on export factoring interest cost. Subvention rate notified at 2.75%, with annual ceiling of ₹50 lakh per MSME per financial year. Support applies only to export factoring arrangements undertaken on or after February 20, 2026, and excludes deemed exports and exports to SEZ.
  2. Trade Regulations, Accreditation & Compliance Enablement (TRACE) – NIRYAT DISHA
    “The Support for Trade Regulations, Accreditation & Compliance Enablement (TRACE) under Export Promotion Mission (EPM) – NIRYAT DISHA is hereby implemented prospectively with immediate effect.”
    Partial reimbursement support is introduced for MSMEs towards testing, inspection, certification, audits, traceability systems and other conformity-assessment requirements required for export market access. Reimbursement up to 60% for Positive List and 75% for Priority Positive List, subject to maximum cumulative ceiling of ₹25 lakh per IEC per financial year. Support applies only to eligible activities undertaken on or after February 20, 2026.
  3. Integrated Support for Trade Intelligence & Facilitation (INSIGHT) – NIRYAT DISHA
    “The Support for Integrated Support for Trade Intelligence & Facilitation (INSIGHT) intervention under the Export Promotion Mission (EPM) – NIRYAT DISHA is hereby implemented prospectively with immediate effect.”
    Non-financial structured support introduced for capacity building, export facilitation, trade intelligence systems, digital knowledge platforms, research, innovation and pilot export-promotion initiatives. Assistance focuses on strengthening exporter preparedness, institutional coordination and decision-support systems without providing transaction-linked financial support.
  4. Logistics Interventions for Freight & Transport (LIFT) – NIRYAT DISHA
    “The Support for Logistics Interventions for Freight & Transport (LIFT) under Export Promotion Mission (EPM) – NIRYAT DISHA is hereby implemented prospectively with immediate effect.”
    Partial reimbursement introduced for freight and logistics costs incurred by MSMEs exporting from notified districts facing geographical disadvantages. Reimbursement limited to 30% of eligible freight expenditure, subject to maximum ₹20 lakh per IEC per financial year, with freight value capped at 20% of FOB value. Support applies only for logistics services availed on or after February 20, 2026 and excludes deemed exports and exports to SEZ.
