
Background
The Gujarat Economizer Rules, 1968 were framed under the authority of the Boilers Act, 1923 to regulate the safe installation, registration, inspection, and operation of economizers used with boilers. These rules ensure that economizers, being critical pressure equipment, comply with prescribed safety and technical standards to prevent accidents and operational hazards. They empower the Chief Inspector to oversee certification, inspection, and maintenance requirements for such equipment. With evolving industrial safety frameworks, these rules align with modern regulatory approaches reflected in updates such as the Boilers Act amendments (2025), strengthening compliance and operational safety.
Applicability
These rules shall be applicable to owners of the economizers in the State of Gujarat.
Economizers means any part of a feed-pipe that is wholly or partially exposed to the action of flue gases for the purpose of recovery of waste heat as defined under the Boilers Act 2025.
Compliance Requirements under the Rules in Accordance with the Boilers Act, 2025
Every owner of an economizer shall, within thirty days of its first use, apply to the Chief Inspector in Form No. 1 for registration, accompanied by prescribed fees and drawings.
The Chief Inspector shall, on registration of the boiler, order the grant of a certificate to the owner in such form as may be specified by regulations, authorizing the use of the boiler for a period not exceeding twelve months, at a pressure not exceeding such maximum pressure as he thinks fit: Provided that where an economizer or an unfired boiler forms an integral part of such processing plant in which steam is generated solely by the use of oil, asphalt or bitumen as a heating medium, the Chief Inspector may authorize the use of such boiler for a period not exceeding twenty-four months.
Renewal Period: On expiry of the period for which it is granted i.e. 12 or 24 months as the case may be.
No economizer shall be used until inspected and registered by the Chief Inspector or an authorized officer.
No structural alteration, addition or repair affecting safety shall be made without prior permission from the Chief Inspector. Owners must report defects immediately.
Economizers must be operated by competent persons. Hydrostatic tests and safety checks shall be conducted periodically as directed.
