Board of Secondary Education Rajasthan (BSER/RBSE)

Background

The Board of Secondary Education Rajasthan was established following the enactment of the Rajasthan Secondary Education Act in 1957. Initially inaugurated in Jaipur on December 4, 1957, the institution was subsequently relocated to Ajmer in 1961. By 1973, the Board moved into its current permanent multi-story facility in Ajmer, equipped with comprehensive administrative amenities.

Applicability

Every school seeking fresh affiliation/up-gradation to higher levels/ switchover from other Boards etc. are to be guided by the RBSE Affiliation rules and regulations as provided by the Govt website.

Operational Scope

BSER operates across Rajasthan’s extensive geographical expanse of 3,42,239 square kilometers, administering examinations for over 6,000 educational institutions distributed across 32 districts. As of the year 2000, the Board managed examination processes for approximately 8.5 lakh (850,000) students appearing for Secondary and Senior Secondary level assessments.

Governance Structure

The Board functions under a clearly defined constitutional framework established by the Rajasthan Secondary Education Act 1957, comprising 36 total members:

Member Composition:

    • Chairman (1): Nominated by the State Government
    • Vice-Chairman: Director of Secondary Education (ex-officio member)
    • Ex-officio Members: 7 (including Vice-Chairman)
    • Elected Members: 7
    • State Government Nominees: 17
    • Legislative Assembly Speaker Nominees: 2
    • Co-opted Members: 2

    • Secretary appointment executed by the State Government
    • Administrative operations conducted through designated officers and employees following Board-prescribed regulations

Over four decades, BSER has demonstrated progressive development in creating a robust examination system, establishing itself as the primary regulatory authority for secondary and senior secondary education in Rajasthan. The Board’s evolution reflects a commitment to educational standardization and academic excellence across the state’s diverse geographical and demographic landscape.

It is essential for all educational institutions preparing regular students for the following examinations to seek recognition:

    1. Secondary Exam.
    2. Praveshika Exam.
    3. Senior Sec. (Academic / Vocational) examination
    4. Varistha Upadhyyay Exam.

Highlights

    • Upgradation is done by Govt. tentative subject to fulfillment of norms prescribed by the Board.
    • Board manages inspections to ascertain real conditions.
    • Recommendation of the inspecting teams are screened and finalized by statuary committee known as recognition committee.
    • Apex body (Board) finalizes recommendations of recognition committee
    • Temporary recognition granted for 3 years with specific relaxation of 2 years.
    • Periodic inspection in 5 years is obligatory.
    • Conditions for recognition are regulated by rules framed by the Board.
