Gas Cylinders (Amendment) Rules, 2026

The notification amends Gas Cylinders Rules, 2016. The draft rules were published vide G.S.R. 103(E) dated February 3, 2026 and no objections or suggestions were received within the specified period.

The provisions apply to entities governed under the Gas Cylinders Rules, 2016 including importers, establishments, and other persons dealing with cylinders and valves.

Rule 3 is amended to insert additional category of cylinders and valves imported by establishments of the Ministry of Defence, Department of Space and their Public Sector Undertakings for their own use.

Rule 32 is amended to insert a proviso specifying cases where permission is not required in respect of empty cylinders without valves and valves and LPG regulators imported from approved foreign manufacturing plants having valid import licence in Form-D.

Rule 48 is amended to insert the words “or other flammable gases” after “Liquified Petroleum Gas” in sub-rule (3), clause (b).

“1. Short title and commencement.—(1) These rules may be called the Gas Cylinders (Amendment) Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

  1. In the Gas Cylinders Rules, 2016 (hereinafter referred to as the principal rules), in rule 3, in sub-rule (5), after the words, “touching Indian port” the words, “or cylinders and valves imported by establishments of the Ministry of Defence, Department of Space and its Public Sector Undertakings for their own use” shall be inserted.
  2. In the principal rules, in rule 32, to sub-rule (1), the following proviso shall be inserted, namely:-

“Provided that the permission shall not be required in respect of,-

(a) empty cylinders without valves;

(b) valves and LPG regulators, imported from the foreign manufacturing plants approved by the Chief Controller and having valid import licence in Form-D.”.

In the principal rules, in rule 48, in sub-rule (3), in clause (b), after the words, “Liquified Petroleum Gas”, the words, “or other flammable gases” shall be inserted.”
