Appointment of Authorities and Officers under the Code on Social Security, 2020 – Chapters V and VI

Notification/Circular No. S.O. 2418(E), S.O. 2419(E) and S.O. 2446(E) dated May 12, 2026

Ministry of Labour and Employment issued three notifications on May 12, 2026, appointing specified Central Government labour officers as competent authorities, prosecution sanction authorities, and enforcement officers for Chapters V and VI of the Code on Social Security, 2020. All appointments apply to establishments for which the Central Government is the appropriate Government under clause (a) of sub-section (3) of Section 2 of the said Code.

S.O. 2418(E) — Competent Authorities for Chapter VI [Section 2(16)]

Twenty-one officer designations, from Assistant Labour Commissioners (Central) to Regional Labour Commissioners (Central), have been appointed as competent authorities for Chapter VI, each assigned a specified territorial jurisdiction covering states, union territories, and defined civil districts across India.

S.O. 2419(E) — Prosecution Sanction Authorities – Chapters V and VI [Section 136(2)]

The following officers have been appointed as authorities for giving sanction of prosecution of offences relating to Chapters V and VI:

  1. Chief Labour Commissioner (Central)
  2. Additional Chief Labour Commissioner (Central)

S.O. 2446(E) — Enforcement Officers – Chapters V and VI [Section 136(1)]

The following officers have been appointed as Officers under Section 136(1) for Chapters V and VI, for the area of jurisdiction specified:

  1. Chief Labour Commissioner (Central)
  2. Additional Chief Labour Commissioner (Central)
  3. Deputy Chief Labour Commissioner (Central), Regional Labour Commissioner (Central), Assistant Labour Commissioner (Central) and Labour Enforcement Officer (Central) in the office of Chief Labour Commissioner (Central), Headquarters

d. Deputy Chief Labour Commissioner (Central), Regional Labour Commissioner (Central), Assistant Labour Commissioner (Central) and Labour Enforcement Officer (Central) in all regions.
