SEBI introduced the Investor Risk Reduction Access (IRRA) platform vide circular dated December 30, 2022, to provide stock brokers an alternative access point for trading in case of disruption of their trading services. The platform was operationalized with effect from October 01, 2023. Subsequent to its introduction, SEBI introduced various technology-driven measures including operationalization of BCP-DR requirements, enhanced Cyber Security and Cyber Resilience framework, implementation of Security Operations Centre for the market (M-SoC), and strengthening of the technical glitch framework. Stock brokers also developed technological capabilities facilitating seamless transitions between primary and alternate sites and establishment of independent cold sites. Stock Exchanges additionally provide a Contingency Pool Trading facility, which allows stock brokers to square off outstanding open positions for their clients during business disruptions through dedicated terminals connected to the Stock Exchange trading platform. Stock Exchanges informed SEBI that the IRRA platform has not been accessed by stock brokers since its inception and unanimously recommended its discontinuation.
The IRRA platform has been discontinued with immediate effect from May 07, 2026. This circular supersedes SEBI circular No. SEBI/HO/MIRSD/MIRSDPoD-1/P/CIR/2022/177 dated December 30, 2022. Stock Exchanges are directed to disseminate this circular to stock brokers and may concurrently review the Contingency Pool Trading facility to strengthen its framework.
BSE (Notice No. 20260511-6 dated May 11, 2026) and NSE (Circular Ref. No. 43/2026 dated May 11, 2026) have forwarded the SEBI circular to their respective members for information and compliance.
