OSH Code 2020: Appointment of Officers for Establishments and Dock Safety

Notification/Circular No. S.O. 2485(E), S.O. 2508(E), S.O. 2514(E) dated May 13, 2026
Applicable Act/Rule: Occupational Safety, Health and Working Conditions Code, 2020 (37 of 2020)

Ministry of Labour and Employment issued three notifications on May 13, 2026, under the Occupational Safety, Health and Working Conditions Code, 2020, appointing officers for specified functions in relation to establishments and dock safety operations. Two of the three notifications supersede earlier notifications issued in December 2016 and November 2016.

By S.O. 2485(E), officers of the Directorate General Factory Advice Service and Labour Institutes, Mumbai, and the Inspectorate Dock Safety offices across Mumbai, Kolkata, and Chennai are appointed as Chief Inspector-cum-Facilitator and Inspector-cum-Facilitator of Dock Safety for the purposes of the Code, within the local limits of specified major ports. The Director General is appointed as Chief Inspector-cum-Facilitator for all major ports. The Deputy Director General, Director (Safety), and Deputy Director (Safety) of the Dock Safety Division are appointed as Inspector-cum-Facilitator for all major ports. Officers of the Inspectorate Dock Safety at Mumbai, Kolkata, Chennai, Navi Mumbai, Mormugao, Kandla, Vishakhapatnam, Paradip, Tuticorin, New Mangalore, and Kochi are appointed as Inspector-cum-Facilitator for their respective port limits. This notification supersedes S.O. 2476(E) dated September 9, 2015, except as respects things done or omitted to be done before such supersession.

By S.O. 2508(E), Regional Labour Commissioners (Central) and Assistant Labour Commissioners (Central) at headquarters and across 21 regional offices are appointed as Designated Authorities for the purposes of the Code, in relation to all establishments for which the Central Government is the appropriate government. This notification supersedes four earlier notifications — S.O. 4196(E) and S.O. 4201(E) dated December 28, 2016, and S.O. 4291(E) and S.O. 4296(E) dated November 28, 2016.

By S.O. 2514(E), Deputy Chief Labour Commissioners (Central) at headquarters and across the same 21 regional offices are appointed as Appellate Authorities for the purposes of the Code, within their respective jurisdictional limits, in relation to all establishments for which the Central Government is the appropriate government. This notification supersedes S.O. 4202(E) dated December 28, 2016, except as respects things done or omitted to be done before such supersession.
