Amendments to Para 2.88 and 2.91 of Handbook of Procedures – Inclusion of India-EFTA TEPA

Applicable Act/Rule: Foreign Trade Policy (FTP), 2023

The Directorate General of Foreign Trade (DGFT) has amended provisions of the Handbook of Procedures (HBP) 2023 to operationalise the India-European Free Trade Association Trade and Economic Partnership Agreement (India-EFTA TEPA).

Two key amendments have been introduced:

  1. Para 2.88(a) – A new entry (xiv) has been added, including “India-European Free Trade Association Trade and Economic Partnership Agreement (India-EFTA TEPA)” in the list of Free Trade Agreements (FTAs).
  2. Para 2.91(e) – Exporters under India-EFTA TEPA may now obtain the Certificate of Origin (CoO) based on self-declaration, in addition to issuance by authorised agencies.

These amendments provide exporters greater flexibility and faster access to origin certification under the India-EFTA TEPA framework.
